- Applications for the Home Energy Assistance Program and the Ohio Energy Credit programs are available at the Circulation Desk. Low income or disabled applicants who qualify are eligible for credits on their heating utility bills.
- The total household income of an applicant must be at or below 150 percent of the federal poverty guidelines.
